Atlantic Yards was approved under the New York State UDC law, which allows projects to bypass ULURP. Official public input into Site 5 may only be through an environmental impact statement commissioned by ESD.

PLEASE let this NOT be another HOAX on the community. I have been a LUCKY (black) HOMEOWNER since 1979! Lot's O'Promises, but very little tangible feedback from the days of Bruce Ratner and everyone else who came after him. I'm sad to see so many of my neighbors disappear (from those who believed in the "TRI-BLOCK Assoc" - which promised "co-op home-ownership to low income"/ til today). Lots' O civil services worker (with good salaries) still RENTING on Ft. Greene Place. Lot's of "others" moving into the neighborhood. Read upon your history of the neighborhood. thx!

parking regulations prohibit any official vehicle to be parked overnight on public streets. you can report with license plate to 311 . Obviously our police department is doing its job right!

• What are steps to accomplish any improvements that community proposes? • Who has jurisdiction over future project changes? • Community benefits must be binding • Concern about site 5 impact on Community Garden. Can we stop transfer of FAR to site 5? • We should work to make sure the previous affordable housing commitments are kept as much as possible rather than prevent any more housing at all. • Concern about the lack of spaces for art (galleries, performing art venues smaller than an arena)

Rickie James concerned about the QOL when construction is complete. John: the City has done a poor job with Slow Streets. Howard mentioned soft mitigations for the Boerum Hill Slow Zone gateways were destroyed in the first months of the program reducing the visibility of the program. Ruth Gastel of Montgomery Placed asked where does the traffic go if you slow the streets. Traffic on her street is jammed now during the pandemic. John – you have to look at traffic flow. Build bigger streets and you get more traffic. May Taliaferrow, of Pacific Street on the prospective tower block: Fourth Avenue has been effectively slowed down. On Pacific the QOL has deteriorated, making is a mini-Times Square, congestion and horn honking. Pacific may be slowed in the BS plan but there will still be a lot of traffic and congestion. John: making a closed street for ticket holders would eliminate idling vehicles. May: trash and urination on our streets. Jennifer: where is the Barclays and Chic-Filet when cleaning is needed. Sally Smith: very problematic, traffic and cleanliness. Sharon Wedderburn: we were told this was going to be worked out. Is a slow street the solution? Ruth Gastel: does slow street push traffic elsewhere? John: some may but the street is not closed just slower. Howard: this area is one of the most congested. Atlantic and Flatbush is one of the most difficult intersections in Brooklyn. They don’t have a solution. We should focus on getting the mitigations we need. Someone asked what does it take? Howard suggested working with the Council Member and District Manager to connect directly to the source of the problem. Direct ask to solve a single problem. Rickie: covid has slowed down the project which may give us opportunities.

o NYPD precinct has 24 parking spaces available at 535 Carlton which are only recently being utilized o The City needs to provide off-street parking spaces to accommodate all other NYPD and non-NYPD municipal employees—up to approximately 60 spaces

• Need for urban design principles to reflect shift in paradigm towards more shared streets • Over last several years and especially due to COVID, public expects to be able to use the streets for 'public purposes' not just cars • Need to take into account increased use of on-demand car services and deliveries as part of our street design • Need to 'day light'/increase flow between Atlantic Avenue, 4th Avenue and Flatbush. No street wall construction • Need to increase pedestrian access in area around Atlantic, 4th and Flatbush

The rendering is only intended to suggest design, not use. It's not certain the lower "podium" on Pacific Street would be affordable housing. In fact, New York City law prohibits concentrating affordable units in a mixed-income building.

Good question. It seems unlikely the owner of the arena would want that, but the possibility should be addressed decisively as a function of any change in the general project plan.

gib"s presentation was outstanding. The urban design proposals provide a urban design framework for participation which should lead to some substantive discussions but implemtation will still be a political struggle.
